Indira Gandhi National Open University - IGNOU Dehradun was established in March 1999 to cater to the need of the people of the North-western UP. To begin with it had 6 study centers in its jurisdiction with total student strength of about 1,200. By 2008, the number of LSC's under the region reached 47 and was admitting about 10,000 students every year. In 2007, the parts of UP which were attached to Indira Gandhi National Open University - IGNOU Dehradun were bifurcated and attached to IGNOU Sub Regional Centre, Aligarh now the districts of Saharanpur, Muzzafarnagar and Bijnore are attached with Regional Centre Dehradun. Now we cater to the needs of higher education in the state of Uttarakhand as well as adjoining districts of UP only with the help of 47 learner support centres.

Indira Gandhi National Open University - IGNOU Dehradun, the National Resource Centre for Open and Distance Learning with international recognition and presence, shall provide seamless access to sustainable and learner-centric quality education, skill up gradation and training to all by using innovative technologies and methodologies and ensuring convergence of existing systems for massive human resource required for promoting integrated national development and global understanding.
Indira Gandhi National Open University - IGNOU Dehradun was located at Ajabpur Kalan area of Dehradun. At present the Regional Centre is located at Tapovan, Raipur Road, Dehradun, which is a conveniently located place and is about 6 kms from the Railway Station and 10 kms from the Inter State Bus Terminus. Indira Gandhi National Open University - IGNOU Dehradun provides Diploma, Bachelor Degree, Master Degree and Doctoral program to the college students.
Indira Gandhi National Open University - IGNOU Dehradun has a wide network of study, work and programme centres through which it reaches out to its students located in different parts of the country. Academic counseling is an important instructional component of distance teaching/learning and consists of tutoring and general counseling. Work centres have been established for programmes with practical components, i.e. Laboratory Classes.

The library has the largest collection of books, journals and other related materials in the field of Distance Education, throughout the country. The Library was established in 1986 in tune with the objectives of IGNOU.
