The thought of setting up a University at Baroda had engaged the attention of the Government of the former State of Baroda and its educational adviser’s way before the question of regional universities and decentralization, reorganization and reconditioning of higher education to suit the cultural educational needs of specific areas had taken root in India. It was a regular policy of the Government of Baroda to subject its educational system to frequently inquire by educational experts of international fame, consequently the first Commission was selected in 1909. The most important proposal of that Commission was to increase the activities of the Baroda College by establishing additional chairs in new branches of knowledge.
Maharaja Sayajirao University-MSU Government of Baroda and its people, for a very long time, wanted to have a separate University of their own.
Maharaja Sayajirao University-MSU affiliation of all the institutions of higher education to a University located at a distance was not conductive to the development of new courses of instruction apt to the needs of the region. It acted, quite the opposite, as an obstacle. The chief aim of setting up the
Maharaja Sayajirao Univerity of Baroda was, thus, to offer a distinct type of University-a teaching and residential University which should have total freedom in all academic matters and would be free to institute new branches of studies matched with the needs and aspirations of the region in particular and of the country in common.
Library of
M S University of Baroda was set up on May1, 1950. At the time of setting up of the
M S University of Baroda, a collection of more than 25,000 books belonging to the two State Libraries (Hour Political Office and Secretariat Library) was given to the University Library. There were many colleges in Baroda like - Baroda College (for Arts), Science Institute, Commerce College, and Secondary Teacher’s Training College etc that had libraries of their own. These libraries continued to stay as Faculty Libraries and were run independently. The University Library System was set up in the central block of Old Residency Office Building.

The University also offers graduate and postgraduate courses to the students like Bachelor of Arts, Bachelor of Commerce, Bachelor of Science, Mphil and so more. Furthermore, it provides doctorate programs to the students.
